The very existence of racials and base stats mean that some races will be better than others at some things.

I don't really like how impactful racials are, how important base stats are due to soft-cap scaling, or the how Elemental Attack works as a whole, but that's where we are.

But I would be all for completely divorcing Elemental Attack from stats.
