A thread made a bit ago that also advocates for essentially the same thing.
Many classes are in need of the 5 > 3 SP treatment that classes have been getting lately.
Pretty much every single class rework recently (Kensei and Arbalest for example) involve them taking all their 5 rank skills and converting them into 3 rank skills.
I like to think Dev's going to get to them all in due time, it's just happening at a staggered rate due to the workload he has, so unfortunately all we can do is wait.
More on topic, Lantern Bearer is especially in need of it due to how tight the SP is otherwise. The LB I've been running currently gets three spells and Focused Beam with a 1-dump wonder in Altera for purely Blind. The remainder is the bare minimum passive/innate investment (Farlight, Eternal Flame, Warding Light).
