The way this currently works is based on the targets list of the skill when used. Since things like Hard Note target tiles and not enemies, it doesn't apply to them.

I know this is unwieldy and will probably change Bloodstained Flute in the future to make it less finnicky in this regard, but for now, it's just going to be a weird weapon.
