Here's what I'd suggest if we are going the route of giving Kensei Offensive Skills critical hits:
- Reduce all Kensei Offensive Skills to 3M.
- Swap the bonus for using a Katana from "reducing the Momentum Cost by 1M" to "this skill can deal critical hits for 25% extra damage." (This would hopefully have the side effect of giving more weapon options without making Katanas redundant.)
- For Wazabane, I think the Katana bonus should instead be switched to a damage bonus (that is also doubled while Airborne vs non-Airborne targets.)
- Swift still grants lightning criticals but if using a Katana, it gives 10% extra Critical Chance and Critical Damage (since you'll be able to crit anyway.)
e.g.
