They are set to expire at the start of a new round if the person with them doesn't have Ice Point Guard or Ice Point Greaves equipped.

I don't know why this is the case, but it's probably for some reason.

Just speculating here but these 2 skills used to persist out of battle, perhaps it was implemented in order to prevent people from cheesing them onto non-verglas class combos? Currently they do not persist through battles anymore.
