Could that just boost evade for a fairly short duration, without any actual strings attached? Something like 3 rounds. I'm not really sure in what world did that thing deserve a nerf, but allowing it to be an actually reliable source of evade would allow a lot of wind-mage builds to function without needing ST, I feel like
