I think frankly if the only reason you play summoner is to do this, you may just not wanna play summoner. Youkai are weak but not THAT weak.

Summon decay should absolutely be a thing though, summoner isnt the only problem

Youkai are weak individually except ascended youkai specifically suzaku. As a result any summoner balance has to consider that. Summoner isn't actually a weak class overall, and I disagree with the 2 turn idea, as well as the damage buff idea.

Just make them despawn after 1 turn, but buff all the old, weak youkai
