Winter's Bite doesn't seem to remove ice resistance. I triggered a resist message and did very reduced damage to an enemy with 52% ice resistance after using Winter's Bite Rank 4, then Expanding Ice. Celsius shell's overcharge also did reduced damage and was resisted.

Winter's Bite seemed to be doing fine whenever used against my 70%+ Ice resist character.

Very strange, I'll double check with other characters. There's no doubt I was resisted after using Winter's Bite.

Upon further testing, it seems that Winter's Bite will not remove resistance gained from items like Mountain Boots, Scarf, or Cloak of Many Colors. It will however remove resistance from passives like Golden Glow and the Mech passive.
