Greenscale is pretty terrible for people without evasion, because very few people will try and attack normally when they can see that their hit is abysmally low. However, when used in conjunction with Evasion, it removes an overbearing amount of Focus. The best case scenario for the attacker is an autohit that deals one instance of damage, and even then, you're probably at least doubling the cost of the skill to use. When looking at things like rapid kick, mad chop, and elemental rave, you can lose hundreds of FP for one attack. I suggest nerfing the FP drain on the evasion-triggered 'dodges' to UL/3, down to 6 FP drain.
The counterargument to this is, of course, that using autohitting attacks on a dodgey individual with a tunic should kill them quickly. However, with the DR from evasion, the wide variety of mass resist/reduction, and healing that allows you to easily wait out the damage (Meditate, Repair, Graft, Aid), you are almost guaranteed to live longer than the enemy's focus.

I agree to this fully. Greenscale Tunics are very strong, and against people that have less than two-hundred FP, it's a nightmare.

This needs to happen. If not UL/3, then (1+UL)/2 is okay. It's just too effective against autohits, and makes something like the in-fighter Gi, another 10* light armor, look useless in comparison.

It definitely needs to be toned down against autohits. Evasion is virtually guaranteed on most builds bar disabling it entirely, so it causes the issue as stated where just using one is as effective if not more so than other FP attacking methods. (Cats claw, bad juju, etc)

To be honest, keep the FP sap high for normal dodge* (as a reward for actually dodging a hit that can be dodged, it's fair in a way.), but tone down when Evasion procs to something like Lina said, (1+UL)/2. Because that completely screws up major when somebody uses an autohit that attacks multiple times, as it already costs FP and sometimes, a good amount for someone who doesn't stack up Willpower. (Rapid Kick mainly, Madchop, etc.)
(*Or give it a new passive, when successfully dodging one basic attack, you gain a buff that makes it when you dodge the next basic attack within the next round, it saps their FP by (UL/3)% PS: yes im an hypocrit, Ranylyn-)
ALSO, since we're on about Evasion, Blind shutting down Evasion too when? Evade an autohit without seeing is funny for now... For now.

That is indeed what I suggested. (UL+1)/2 is, in my opinion, still too much FP lost. You cannot choose to avoid losing the FP by not attacking with low hit chance. Evasion always procs.

Is it not possible to simply have the tunic's effect proc only once or twice per turn?

I'd prefer it just being 1/3 for Evasion procs, Instead, like the OP had suggested, it gets ridiculous at times.

Once per turn is honestly not a bad avenue either, even if the numbers may may still need tweaking.
