When lightning is resisted because of Fortune Feather procs, Ryeser's will still take away a momentum.

To reproduce:

1. Fight an enemy quicker than you who has one or more Ryesers.
2. Have 15-24% lightning resistance and the Apus Youkai.
3. Trigger fortune feather on a Ryeser attack that critically strikes you; you will lose momentum as if you had not resisted.

Not a bug. Ryeser's effect applies if you don't resist Lightning. If you have 0% resistance, you do not resist Lightning, even if Fortune Fighter might proc against the damage type sometimes.
