Life Drain's initial hit of battle takes the full 10% of enemy's max HP, regardless of the user's WIL.

I've never seen that happen, and I've been using Life Drain quite often on Brynn. Then again,
her WIL is usually higher than 10% of most monsters' HP.

Needs more info. HP of the target, your HP, your WIL. Preferably with screenshots.

Started with full HP, got Life Drained by a Vampire (455/455 HP) that had 34 WIL. It stated in the text log that they drained 36 HP, but the info bar said otherwise. If anyone would like to retest, that would be nice. It may have fixed itself.
