I run items than Pr-His all the time. Smoke bombs, gems, and cleanse potions make just as big of a change in the flow of battle.

They have their places and purposes, this is true, but they certainly don't beat healing for 75% of your total health, with the only investment being 5 talent points. It is the single, strongest healing in the game, and it doesn't scale off any kind of stat, anyone can use it regardless of class-setup, and it can even be given to other people. A Vampire, faced with one of these, would be hard-pressed to win any kind of fight, unless they could somehow burst them down again. And who is to say they couldn't just chug another one, when Potion Sickness came off?

Considering what every other race can do and how much has changed over the years it really is a relic of the past which came into play because vampires were overbearing at one point but not for these reasons and should be edited so they're not running 3 laps behind everyone else.
