Engineer's Upgrade skills are all not giving the right amount of statistics they should based on Rank.

They're only granting 5, which is the value of Rank 1. (In this case, it should have been granting 15.)

The issue was that they were scaling with the rank of the upgrade effect they gave; which means if you had rank 5 Flamethrower it was giving 25 Power instead, for example.

This has been corrected.
