You can currently 'infiltrate' Cellsvich without passage papers if you either:

- Use Mage's Guild to warp in to Cellsvich.
- Be in someone's party while they teleport to Cellsvich.
- Be invited into party from someone else who is beyond the 'invisible tiles that drop spears on you'.

The Emperor's forcing us to pay taxes, so make him move his butt and stop illegal immigrants (and Black Falcon) from using Mage's Guild without any consequences, dammit!

This is possible within the IC of things to simply state, I think this bug report is because some of us in the guard are sick of the mage's guild excuse in IC, which we usually have to dismiss because there is likely no way you get into Cellsvich without passage papers.
