This might just be me. but i'm annoyed with Prayer Tools 

You want to worship say Zera but also get that tasty light attack bonus because your a Priest and enjoy nuking with shine ray

I want to suggest custom prayer tools similar to dynamic tomes

Custom Elemental attack based off pray level 
Custom Effect based on Race 
Custom Miscellaneous Effect 
Allow for name change of the item.
Allow for name change of the Blessing buff (EG if i want Zera I can type Zera)

Not only would this make "Balance" Easier (as all tools have the same pool of options and you can pick and choose. it would save time implementing further options say for new races 

For Example I don't see why claw damage can't be used by lupines as well  and i dont see why light and fire resistance is exclusive to Helio 

It also allows for something new.

Fake gods  imagine a cult of banjo springing up overnight as everyone has customed their prayer tool to dispaly "Blessing of banjo buff"  could be fun dealing with new mini cults that spring up or even people who dont agree on what the tenants of a god actually are.

I agree with this, any problems with this can be resolved with "within reason at gm request to change".
