See title. Part of the reason this is a problem is because you can't click the Damage Applying tool. Example below:

This isn't really a bug. Also, I'm sure you can click it if you try to target with a skill?

Targetting with a skill deletes the event tools HUD altogether, meaning you can't really access that section of the tools still, which I figure is not intentional.
