The Starlight Vanguard's "Dance of Starlight Claws" skill says it inflicts or powers up the hunted status by two each time its used.
This not only seems horribly weak, and doesn't trigger each attack it delivers. . . But the skill itself specifically says by 2. Not by three. And so i'm not sure how its inflicting level 3 hunted every single time.

Additionally sometimes it attacks three times, others four times and i'm not sure what causes this to transpire.

The description was incorrect, it's basically a special effect of Relei (and the Vanguards) that applies LV3/5 duration. It's been updated.
