Doggy war cry isn't very good.

Let's make it a bit better.

Take it from 10% to 25%. This means at 52 sanctity you'd have level 28.5% hunted instead of  18. 

It can still do low damage, but the idea of increasing it's range with +1 per instinct level would also be cool.

Let's give it some sauce.

More hunted levels would promote the Pack Alpha/Beta gameplay just a bit more so I can agree with increasing the hunted level to scale a bit better from SAN as long as the damage and range on the ability is so poor as it is now.

Hunted should just be Scaled SAN/2 total. Lupines aren't all that common a sight anyway.

I'm an avid lupine player, and I think it'd be amazing to buff war cry in any way. Making the hunted more spicy sounds good, but we don't wanna be raising it too much. Like 20% is maybe what we should be aiming for. Still, it would be interesting to see pack traits become actually relevant.

War cry could have a special interaction with lupines as well. I think it would make a lot of sense if it gave a buff to all lupine allies, including self.

If we're improving this, why not make it so if you War Cry, any allies who are Followers in range will perform a basic attack at one random enemy in their range?

I advocated for War Cry buffs in the past and I'll heckin' do it again.

Buffing its pathetic range and hunted would be great; in its current state, it's just a damage loss even when built for outside of absurdly niche scenarios.
