While under the effects of Soaked, lightning doesn't spread from an ally hitting another soaked ally while in melee range of them, you can see that I am able to spread the lightning damage here but vice versa it does not apply. (Both targets were in melee range of eachother and soaked)

Could you show a screenshot of this, along with which enemies are soaked and which aren't? Having trouble visualizing this.

After soaking both members of Purple team, Blue team can chain lightning damage off of soaked targets on the enemy team just fine, the complication comes when both members of the Purple team inflict eachother with lightning damage while adjacent to eachother.

Purple 1 is Soaked, and uses thunder steps on Purple 2 who is also soaked, but the lightning damage doesn't chain through either of them if they are attacking eachother while confused, this is primarily relevant in PvE mostly given that confused enemies will run up and hit eachother.

I don't believe this is a bug. Soaked will never cause lightning damage to hit the attacker when triggered.
