Prophylaxis into Forced Move does not work at all as previously intended for some reason.

Can't replicate this. Test again in 2.94b.

Very odd. I'm wondering if it's only from a specific tile or direction of Forced Move in relation to the user.

Bug seems to be persisting again and this time reequipping my skills doesn't work. The combination doesn't seem to work at all. Live 2.94b.

From what I can tell of your gif, this is an issue with Forced Move and it not pulling - not the combination.

For some reason I'm able to use Forced Move by itself. And then at random when I try to use the combination, it just stops working. Have no clue what's causing it.

I tested it a little myself and it seems like it's somehow being bugged out by the Labry's special effect of the user being unmovable whenever they have an excel charge.
