Even if you've dodge every single proc of Idol Step, you are still subjected to it's charm proc. This is most likely because it rolls a charm check on your allies, as well as your enemies, but MOST other abilities that have hit checks don't apply their effect regardless of if you dodge.

Idol Step doesn't care if you're hit by the attack, only if you're affected by it (IE, targeted). Not a bug, just a quirk of the skill.
