Marching Band Shoes can trigger while afflicted with Clumsy, or when wielding items that mirror Clumsy's effect like Holy Word.  To replicate:

1.  Equip Marching Band Shoes on a Bard.
2.  Inflict the Bard with Clumsy via Board Shaker.
3.  Sing a song, and note that the movement still triggers.

Seems like most effects that check if you can use movement skills, aside from skill selection, don't care about Clumsy.

As a result, not sure if it's a bug.

Should they? Or is it just a judgement call at this point?

And is the 'cannot use movement skills' stipulation of Holy Word a different check than Clumsy when checking for movement skills?

Probably a judgment call. Clumsy doesn't disable all movement skills, only non-Move movement skills. Holy Word is also different because it does the same thing as Clumsy except for non-Holy movement skills (except Move).
