I think it would be a wonderful addition at any point if there could be an indicator for how much of a remaining cooldown a skill has in your hotbar? Such as the circle partially filling or a number above it like a (3) (2) (1) etc.
It would be actually very helpful to me for tracking cooldowns, as I often overlook cooldowns in the increasing size of my skill/spell list.
