There's some good points and bad points to be made for this, one being that lockpicks and pickaxes are a constant Murai sink, which is nice to have. It does make sense but I'll have to think about it some more.

Maybe have both tools go up to a limit of what level they can be crafted as, and the better ones be kept as NPC murai sinks only?
