Buckets dont play nice with the hotbar, and despite showing you how many you have, it'll only access one at a time, no matter how many you try to put on the hotbar.

I'm not sure what can be done about this due to the way the hotbar works. I'll try and think of a solution, but for right now, maybe use the use-item verb if you want 'quicker' access.
