Confirming: I was at 21/4 due to a tome and breastplate shortly after an LE, and mobs still missed me. I couldn't hit a thing, but I still dodged.

Doesn't. Hit chance on a target with no torso under max battle weight: 270%. Hit chance on the same target with a heavy piece of armor that puts them 11 points above maximum battle weight: 263%. The 4 evade from the armor actually made them more dodgy despite the supposed -22 evade that isn't applying.

Edit:
In case you were referring to the possibility of the evasion being a visual indicator bug, I also was dodged repeatedly by someone with a battle weight so over the cap that they would have -152 evade.
