Critical weakness! It's not very effective..

Hitting a resist with a weapon (even on-hit effects) lowers your momentum, so I see absolutely no reason why hitting a weakness shouldn't raise it.

As further reason for changing this, if you first hit a weakness but then land a crit, you don't get the bonus from Fleur either.

Seems silly to punish people for hitting resists and yet not reward them for taking advantage of weaknesses.

It does. It functions the exact same way for momentum penalties as it does for momentum bonuses; it's tracked by the weapon. If you attack with a weapon that deals on-hit damage that the enemy is weak to, you will get a momentum bonus, even if you didn't critically hit. I'm not really confident that elemental damage from the weapon and critical hits from the weapon should be tracked separately because that starts a whole chain of stupidity; if the weapon itself deals damage that the enemy is weak to, and it has an on-hit effect that deals damage the enemy is weak to, and the material the weapon is made of triggers and deals damage the enemy is weak to, and I critically hit, should I get 4M? Probably not.

That's my opinion, but feel free to say if you disagree.

I could say the same applies to triggering resists (especially since they're far more common than weaknesses), and this is a highly contrived situation that would likely never happen outside of testing very specific builds. On another note, material damage doesn't affect momentum.

I've also wanted to suggest making on-hit effects not affect momentum, since it makes certain items/skills extremely risky (if not downright useless).. but that's probably something for another thread.

Bumping this again, now that Fleur is limited and materials don't deal damage.
