Fleeing Spectres doesn't seem to wait for the animation to finish before resuming the turn.

Meaning that it can be 'dodged' if used and your momentum drops low enough to end your turn. The time frame for this is obviously low, but, with a Blink-esque movement, it's possible.

I assume about a second delay should suffice.

This can still happen, though it ends when the spectres reach around the 6-7th tile, so usually all that happens is it allows an enemy that went to 0 HP to act anyways.

It probably needs another second.
