Shinken when used with Combination Fighter doesn't follow the lowered damage rule at the lower tiers.

Well, rather. The basic attack provided by Shinken doesn't do this. The actual projectile itself does, however. This seems like a really big bug, and I'm honestly astonished no one has reported it.
