Can food's HP/FP regen be applied on hour change (outside of battle)?
It seems weird that time lowers the duration of food, but doesn't actually do anything with it, and that people can't take a rest without an inn.

+1, maybe slight readjustments if called for but I don't think it'd be horrible to implement at Base Rates (so long as they don't activate inside of combat).

I agree with that, since the duration goes down on hour, it would pretty much 'count' as a battle. Just be careful to not bug Brain Food.
