It's technically functioning as it should, but...
If two people with Reactive Armor are in range of each other, and one of them is proc'd, it'll cause a loop. The loop will end after about 30 or so instances, but, the fight will come to a halt (The player whose turn it is won't be able to select any actions, even after the loop ends) until a turn timer expires.
If, say, Explosion and or cinders proc'd the chain-reaction, the fight will never end.
Oh, yeah, and 0 UL Reactive Armor doesn't give Firey Armor at all. Dunno if that changes if you upgrade it.
