Just to let you know, we aren't going to be persecuting specifically short people, flat people, or anyone that's well within the rules and abide by the child character rule. The vast majority of that 'evidence' was nothing that would qualify as breaking the rules, with a few exceptions.
That said, it can feasibly be a problem for someone to say that they are thirteen and look 2-4 years younger and we'd like to discourage that for the sake of the child character rule.
The child character rule has now been expanded:
You must clear with a GM any character that is younger or looks younger than thirteen.
