Headshot Scaling

With an issue I believe may be related to the previous thread I created on Holy Enchant Scaling, Headshot does not appear to be boosting damage by the amount specified. I shot a goblin shaman with a basic attack, then a headshot, with the same weapon.

Shot a goblin:
Critical Hit! Phenex Mobster attacks Goblin Spear with 10-Gauge and hits them!
Goblin Spear takes 172 Pierce physical damage.
Goblin Spear takes 12 Null magical damage.
Phenex Mobster's turn.
Critical Hit! Phenex Mobster attacks Goblin Spear with 10-Gauge and hits them!
Goblin Spear takes 201 Pierce physical damage.
Goblin Spear takes 13 Null magical damage.
Phenex Mobster's turn.

Then I shot a player in the same fashion.


Shot a player:
Critical Hit! Phenex Mobster attacks Sanguine Girl with 10-Gauge and hits them!
Sanguine Girl takes 135 Pierce physical damage.
Sanguine Girl takes 13 Null magical damage.
Phenex Mobster's turn.
Critical Hit! Phenex Mobster attacks Sanguine Girl with 10-Gauge and hits them!
Sanguine Girl takes 160 Pierce physical damage.
Phenex Mobster's turn.

I did not include the debug logs because they look, as far as I can tell by looking at them, completely identical for each shot taken at the monster.
