I think your issue is not having enough critical in general, Negation is not exactly OP because if you only have negation you can't exactly evade crits all the time either, you need LUC/FAI and/or Boneheart with negation to snuff out crits, and if they have those items good on them, they are doing the exact thing they are BUILT for.

99% Critical is just not enough to get by on, your problem here is that your critical is way too low, not that crit evade is too much.
