I don't think bumping up axes with swords will help swords out when it comes to choice, like was mentioned in the OP, Axes have the deadliness talent (+10% to critical damage) and then spiked axehead as well for an additional 10% critical damage, they will always outclass swords even if 115% or 120% critical damage was implemented for swords, which is more than fine.
