We (or at least I) can't guarantee it's been fixed yet, because sometimes this happens after a reboot and is only fixed when you log in later. (Possibly after another reboot.) And this is way too random.

Just curious, did you make a player-debug info for this yet or zero idea of what might be causing this odd hotbar behavior?
