This skill is completely overpowered. Being able to throw down Absolute Fears at people, except that Silence is replaced with an effect that will cripple everyone compared to some, whenever you land a Basic Attack is incontestable. A two round duration does not matter when you can hit someone over and over again and never have to worry about Interference running out, and that's not even beginning to touch where Hesitation can cost someone their attack. (And if the skill's duration runs out, you need only apply 3m and then rush back in to keep the effects going) The fact this also boosts range and substantially boosts hit makes it all but guaranteed for someone who's built for basic attacks to keep this pseudo-lockdown going.

I really can't support this idea at all; making it balanced would requires fundamental changes, and Ghost is better off getting its current skills changed/revamped than any additions to its arsenal.
