Sounds to me more like the dragon should have the thread about bringing it down, rather than buffing others to it. I won't go too far into it since the thread is about Byakko, but ascended youkai are extremely strong for not enough cost, if every single one is on par with our friend the Hunted Dragon, then Summoners will basically be full four man raidbosses. Its already nearly impossible to fight them if they have ascended youkai unless you're a gunner. Have you considered him on his own compared to normal youkai, rather than Seiryuu? With how roar works he ends up being very very good.
