I'm for either or. But personally, I just have an issue with the Frozen. I can mitigate the damage easily enough, but I can't mitigate getting frozen from so far away and that being the sole reason I get fucked over in a fight.
So i'm leaning towards preferring the latter suggestion and just not making it inflict frozen past X amount of tiles that it passes. If I get hurt painfully by the damage, that's either my fault for getting Winter's Bited (which is usually avoidable if you're a more Range Oriented Class) or my fault for not building to prevent magical ice damage.
So yeah. It can keep its range for all I care, but pls no freezy my lacky of defense warrior who can't run away and ez pz get killed for minimal investment because i'm a sitting duck. Although, seems more like a matchup kind of deal so.
Can't say I mind it on most any other kind of playstyle or build I have personally.
