Individually, I don't think this is much of an issue but stacking multiple racial penalties could get out of hand. So rather than curbing the amounts, I think it'd probably make more sense to have all these effects lumped into a similar category and having it so only the strongest racial Damage Bonus and Damage Reduction of each would apply at a time.
