1. No. I and the other who were doing repairs had not capped. I was close but I was about 17~ points shy of the cap at the time.
2. Yes. The game verified that our emotes were sufficient (we got the message confirming it).
3. If I recall, yes, but it's been awhile and I don't remember for sure.
