It might be an issue with multiple people performing the repairs at the same time. I noticed that some repairs after the person did one would be done immediately and not require any posts. For clarity we all had to do one post and got it confirmed by the game, but further repairs would be done without needing a post.

So that's my next best guess and would explain why it wouldn't be replicated offline.
