If you give monsters 7M, kiting them won't be possible anymore. They'll be able to use their -extremely- powerful skills twice in one round, too.

Monsters would need to be re-balanced if this went through, because taking essentially double the damage would make a lot of dungeoning very unpleasant, most likely. Especially without some compensation for the increased difficulty.
