It's also an issue with group buffing with quickness, brighten, invigorate, rescue. You save a ton of momentum for, generally, rather powerful effects. Brighten just shits out like +10 resistance and "fuck you" damage alongside light resist, etc. Quickness gives +MOV which is always a very strong thing. Rescue can move your team like 15 tiles at once without them using any momentum.

The only one that's lack luster is Invigorate.
