Tarnada is far from one of the rarest items in the game, and even if it was, items shouldn't be balanced around how hard they are to get beyond their assigned rarity.
Skullcaver got tuned down due to how debilitating its effect was (albeit axes can get more crit) and Vydelling someone across the map and inflicting KD is roughly equal. Without evoker it's far less potent, but considering the massive difference it makes having CM, Talvyd, Greaper, and Elemental Overtime, it's heavily skewed toward the aforementioned crit evo/duelist setup.
Lowering the proc chance to ul/2 would be a good start, but it wouldn't change evokers using it to RNG insta kill (most) people. If the Vydel from Tarnada either dealt less damage or as stated, didn't benefit from Evoker buffs, it could probably stand to be Ul still.
