Can Noble Axe have a (UL * 2)% chance to reduce Stalemate/Eviter's damage reduction to 0%, but only when attacking from the front (Effect chance is doubled if your party does not outnumber the enemy's)?
You see, attacking anything from the front is already a giant gamble against Duelists/Soldiers (when you put Parries, Flottement and Cobra in account), so why not?

Either this, or have Noble Axe attacks completely ignore skills like Stalemate/Snake Dancer/Eviter at max UL.

I'd say go for it. You could even just have it where the Noble Axe reduces the chance of Eviter or Stalemate proc'ing by UL% in general, if that'd be possible.
Otherwise I am for either situation, given the Noble Axe already demands a very specific type of playstyle and it's scaling itself already makes it hard to use. Would love to see it around more.

This kind of thing sounds ideal for the Potential Skill when it comes around to setting them up for 10*s.

I agree with Sly, this as a potential skill for the Noble Axe would be cool.
