[2.23] A little too wet

This is once again another easy to find, but I couldn't find a post on it.

Upon using Splash to inflict soaked on an enemy, it seems to grant much more lightning weakness than just 15%

Tested against enemies and PvP, using a Charge Mind Ryemei with and without Splashing.

When the enemy was soaked, the CM Ryemei did almost twice as much damage and procced weak despite the enemy having 10% lightning resistance already.

How to replicate - Splash em and zap em.

To provide actual concrete numbers here to work from, its inflicting about double the weakness it should:

Its about a 30% Lightning weakness rather than a 15% lightning weakness, bloody palms hunted is applying in this scenario for the little bit of extra damage difference.

Is...it per chance... setting their innate resist to 0 then applying a 15% weakness?

There were a bunch of instances of the elemental res/weakness statuses using the pre-optimization math, I went through and corrected the ones I found, so this and more will be corrected in 2.23c.
