[v2.28] Upgrade: Flamethrower bug

Upgrade: Flamethrower is not working as intended, and is instead giving 75 SWA upon usage.

It's not SWA. Nonono. It's raw skill power.

Also. All upgrades seem to be doing this. Every singular one. Ranks of the initial skills are irrelevant.

Flamethrower gives +75 Raw Skill Power (not weapon power nor necessarily SWA) yet applies to basics which is a big yikes. It also applies for each individual attack and for things such as Runes and what have you.
  
Jetpack gives +75 Evade. Raw.

Electro Shield Upgrade gives +75 Crit. Raw.

Launcher Upgrade gives +75 Hit. Raw.

That was an instant burst of 920+ Damage of a mostly resisted element of damage through over 60% Physical DR all for 7m on Round 0 if I really wanted it to be. Couldn't hit them consistently so it was round one but. +75 Hit from Launcher Upgrade clearly makes this irrelevant. First hit got barrier'd.

Debug logs would have to be produced later since I didn't save most of them but it sets your weapon power to 75 but doesn't give actual power or SWA but gives power to skills but...???

The 75 could be reduced to 30 safely, imo. 15 is too tiny.
