I don't know if this is intended or not but currently if you mutate something into a tome with pierce/blunt/slash damage, Elemental Rune's damage will change to the mutated tome's damage but will only use 100% SWA and have no elemental scaling at all since those three damage types don't have a corresponding ATK.

Does this also apply to tomes that already do slash damage, like Sthello?

I tested with the shapeshifting tomes also (Rexys, etc.) and yes, it does apply to them-

It's just the nature of Slash/Pierce/Blunt, any Tomes in particular will behave like this by default, yeah. It should probably use either Rune Mage's LV or Fire ATK by default to determine those.
what the heck!!!

I think dev will consider this not a bug, so probably add this to quality of life or balance fu.

While not technically a bug, I've changed it so that slash/pierce/blunt damage types for weapons will instead use Fire ATK.
