v2.98b Thunder Drive doesn't work

I have Spark Drive and Thunder Drive, when I crit an enemy with safety on I will get Spark Drive's effect (Charge Shot) but if I get another crit while Safety is on Thunder Drive doesn't occur and I don't receive Overcharge.

Spark Drive goes on cooldown for 2 turns whenever triggered.

To get to Thunderdrive, you need to turn safety on and not use any shell effects for 2 turns after your initial crit. If you crit while you have Charge Shot and Spark Drive is off of cooldown, then Thunderdrive will kick in and set you to overcharge.

Notably, this passive is actually worthless, because safety kills your ability to even use Baseline shell effects.

I have to wonder if this is actually an oversight because this is needlessly long and a little bit unintuitive. Will have to hear back on that.

Yeah, that doesn't sound like it's intended, it sounds like an oversight because otherwise there's no point to the passive, let's see what Dev says?

The main use I've found for thunder drive is to get the +15/+30 hit passive on your shots solely tnrough attacking rather than spending momentum buffing. Charge shot and overcharge only last 3 rounds until they time out, but getting an overcharge upgraded from a charge effectively refreshes the 3 rounds. I'm not saying it's the best or that it + safety couldn't use a touch up, but it does have uses
